CHAPTERONE
Goal,Scope, Basis and Definitions
Goal
Article1- The aim ofthis directive is to reinforce within the education period the theoricknowledge and experiences of the students, who are educated in vocationalschools in the occupational and technical education regions, to improve theabilities and experiences they gain from lab and workshop applications and toenable them to recognize the their responsibilities, relations and new technologiesin the workplaces they will be employed.
Scope
Article2- Itembodies education, application and internships related activities and principlesof all the students of the vocational school within SiirtUniversity will carry out in the country andabroad.
Basis
Article3- Thisdirective is pepared by taking the “Directive Related to Vocational StudentsEducation,Application and Intersnhip Related Principles and Procedures in theOccupational and Technical Education Era” published in the Official Gazettenumbered 24762 and dated May 22, 2012 prepared by Higher Education Institution,as basis.
Article4- Inthis Directive;
Occupationaland Technical Education Region: refers to theeducation region consisting of occupational and technical middleschooleducation institutions with one or more than one vocational school’scollectivity and continuity,
VocationalSchool: The Vocational School is an Institute ofHigher education which aims to train intermediate staff for certain vocationswith an educational program consisting of four semesters.
Workplace: refersto the public and private institutions and organizations which produce goodsand services and where the interns of vocational school perform the knowledgeand experiences they gain
Instructor: refersto the individual who is qualified enough on the profession, responsible forthe students’ training in the workplace, who has knowledge of education method and techniquesand practices them, who is able to do academic training in atelier, laboratory,profession courses in vocational schools,
AuditInstructor: Refersto the deputy director and staffedinstructors from each program; all of whom are professional workshop,laboratory and vocational teachers responsible for determining the work areas,planning education, coordination, application and monitoring in the businessesto be utilized for vocational training,
University-IndustrialCoordinator: Refersto the deputy director of the relevant vocational school responsible forcoordinating the internship and training of students from the vocational schoolin accordance with the resolutions of the University Internship and EducationApplication Board.
CHAPTERTWO
InternshipCommittee’s Duties and Responsibilities
University and InternshipEducation Application Board
Article5- Withinthe universities to which the Vocational Schools in the occupational andtechnical education region are connected, a University Internship and EducationApplication Board is established under vice rector’s presidency; consisting ofthe related METEB vocational school principals and an academic personnel who isresponsible for establishing school-industry cooperation.
As per the Law No. 2547 as amended byappendix-2 clause, not having to be connected toa university or high technologyinstitute; foundation vocational school’s (established by charitablefoundations) principal and academic personnel responsible for thestudent-school cooperation will become a member of the University Internshipand Education Application Board established in its Occupational TechnicalEducation Region.
University Internship and EducationApplication Board can create commissions to work in the programs andunits as it sees fit.University Internship and Education Application Board hasat least two meetings during the year and reports its evaluation and results tothe School Management.
VocationalSchools Internship and Education ApplicationBoard
Article6- consistsof every vocational school in the occupational and technical education region’sdepartment presidents and program coordinators under the University-IndustryCoordinator’s lead determined between the principal assistants.
VocationalSchool Internship and Education Application Board may create workingcommissions in the program and units find suitable. This commission has atleast 3 meetings in a year and reports the evaluation and results to theUniversity Internship and Education Application Board.
UniversityInternship and Education Application Board’s Duties
Article7- Theduties of the University Internship and Education Application Board are asfollows;
a.Regulatingthe general principles related to internship, education and application studies’conduction and evaluation,
b.Determiningthe internship areas by consulting to Vocational School Internship andEducation Application Boards,
c.Maintainingthe coordination and collaboration between Internship and Education ApplicationBoards,
d.Determiningthe status of domestic and foreign internship, education and applicationstudies.
e.Distributing internship quotas in a balanced manner, inconsideration of the number of students who will engage internship, trainingand application works, sites of internship, training and application works,characteristics of the sites of internship, training and application works andthe suggestions of the Vocational School Internship andEducation Application Boards,
f.Taking the necessary measures to allow the internship studentsto stay in dormitories that are within the body of the Credit and DormitoriesAgency.
Duties of the Vocational School Internship and Education Application Board
Article 8- The duties of the Vocational School Internshipand Education Application Board are as follows:
a.Holding meetings to ensure that the students of the school areequipped with the necessary preliminary knowledge in order for them to engagein internship and educational applications that are in accordance with theprovisiosn of this directive,
b.Organizing the timely printing and compilation of the printeddocuments to be used during internship,
c.Cooperating with relevant units to procure a work site forstudents' internship,
d.Distributing students among internship sites,
e.Auditing the internship studies,
f.Evaluating the internship studies,
g.Organizing interviews and applications directed towards theinternship, if and when required.
CHAPTER THREE
Eligibility for Internship and Internship Quotas
Eligibility
Article 9- Students of the vocational school, thatare covered by the vocational and technical training area, are eligible fortaking advantage of the provisions of this Directive.
Internship Quotas
Article 10- The enclosed form no. (1), which will show the number ofstudents and the fields of internship to be accepted by the Chambers ofCommerce and Industry within the Vocational and Technical Training Zone, issubmitted to the University Internship and Education Application Boardeach year from January until the last day of March at the latest.
Article 11- Vocational School Directorates determinethe number of students for each area and submit the enclosed form no. (2) tothe University Internship and Education Application Board each year untilthe last day of March at the latest.
Article 12-The quotas specified for the University Internshipand Education Application Board by public institutions and chambers of commerceand industry and vocational schools; are designated to vocational schoolsaccording to the supply-and-demand principle. The number of interns and areasof internship are determined and submitted with the enclosed form no. (4) to the Vocational School Internship andEducation Application Board each year until the last day of April at the latest.
Article 13- Vocational Schools cannot send moreinterns than the quota detemined by the University Internshipand Education Application Board.
If the workplaces, opportunities andgeneral economic conditions remain unchanged, the quota specified last year isnot reduced, but rather increased if and to the extent possible.
Students who could not find aninternship due to insufficient quotas may start their internship in sites whichthey will find themselves, with the approval of the VocationalSchool Internship and Education Application Board. Number of students who couldnot be assigned to an internship and application site, and their respectivefields are reported to the University Internship and Education ApplicationBoard.
CHAPTER FOUR
Regulations Regarding Internships
Documents Required From Internship Students
Article 14- Tostart their internship, the internship students apply for the vocationalschool's with;
a.A document certifying at which VS does the candidate study,
b.An application form certifying that the student in questionwishes to carry out his/her internship,
c.Application is made to the vocationalschool's Internship and Education Application Board, specifying previousinternships of and courses taken by the student.
d.Internship candidates submit two photos to the worksite atwhich they will do their internships, along with an official letter obtainedfrom the relevant vocational school's Internship and EducationApplication Board.
Facilities to be Provided for Internship Students
Article 15- Workplaces that will accept internsensure that the interns also take advantage of the same facilities provided fortheir own employees. Workplaces thatwill accept interns make all the necessary efforts in order to provide theaccomodation and meal requirements of the interns, and for the interns to takeadvantage of the social facilities of the organization.
Internship in Foreign Countries
Article 16- Students of vocational schools may alsodo their internship, education and application studies in foreign countries,provided that the regular educational program is not interrupted. The studentsubmits the international acceptance certificate to the relevant vocationalschool's Internship and Education Application Board. These requests areevaluated by the relevant Internshipand Education Application Boardand resolution is made with regards to whether or not the internship can bedone abroad.
Students who completed their internshipsabroad submit the relevant documents in relation with the internship to therelevant vocational school's Internship and EducationApplication Board, and the board approves the ones that are deemed to beappropriate.
Time and Duration of the Internship
Article 17- Students who continue with theireducation must do their internship during the semester break and the summerholiday. However if the workplace conditions are not compatible with thesedates, internship can be done provided that regular education is not impeded orinterrupted.
If a student passed all the courses,however still hasn't done the internship, the internship may be done during anymonth.
Duration of internship may not be lessthan 30 business days (240 hours) and more than 60 business days (489 hours).
Students of vocational schools thatengage in vocational applications within the normal course of education areevaluated outside of the 30-60 day internship period.
Internships continue for 30 businessdays at minimum and 60 business days at maximum, starting from the first daysof the month of July, in case of summer internships. Internships may be donewithin the year, provided that the same durations apply. In middle-of-yearinternships, regular education continues. Internship days are treated asoff-days in terms of regular education.
Success in Internships
Article 18- The validity and success of theinternships undergone by students of vocational schools are evaluated by the VocationalSchool Internship and Education Application Board and presented to theUniversity Internship and Education Application Board to be certified.
A student who has completed theinternship submits the internship file, which contains the works and procedurescarried out during the internship in the form of an enclosedattachment under a petition tothe Vocational School Internship and Education Application Board for reviewand evaluation, within the first semester of education following the end ofinternship, at the latest. Astudent who fails to submit the internship file within the timeframe specifiedis deemed to have failed to complete the internship. VocationalSchool Internship and Education Application Board evaluates the internshiplogbook and file, the employer's report submitted by the employer, and thereport submitted by the visiting instructor. Adjustments and corrections may bemade on the file, where necessary. If the file is found to be sufficient in terms of both contentand form, the student's internship may be accepted or an interview and/orapplication may be imposed on the student in cases where this is deemed to benecessary.
Students who have failed at the end ofthe internship period, or students who took a break from the internship (orforced to take a break), are granted two more chances to complete it throughoutthe course of the legal education period.
Disciplinary Procedures for InternStudents
Article 19- Intern students have to obey the workingconditions, business conditions and disciplinary codes and rules regardingoccupational safety imposed at the workplace.
Internship of a student who actsotherwise or is absent from the workplace without any excuses three days in arow, or for a total of 10% of the time throughout the internship period, isterminated and this is reported to the University Internshipand Education Application Board. This does not entitle the intern to make anyclaims.
The provisions of the DisciplinaryRegulations of the students' respective universities or the regulations of theInstitutes of Higher Education also apply during the internship.
The interns are subject to theresponsibility of the staff at the workplace, due to any damages they mayinflict with their own faults.
Educational Staff and Duties
Article 20- Students who will undergo internshipsare supervised by educational staff to be determined by the workplacethroughout the course of their internship. The educational staff members areresponsible for the internship of their interns being carried out within theframework of a plan, and for the duly implementation of the internship plan.
Auditing Instructor
Article 21- Instructors to be selected by therelevant Vocational School's Internship and EducationApplication, are assignedto audit the workplaces at which the interns undergo training at least onceduring the course of the internship. Ifit is difficult or impossible to carry out audits due to the student'sinternship site being too far away from the vocational school in terms ofgeographical location, the instructors from the closest vocational school areused. If this is also not possible, the staff members of other educationalunits and the public sector may be assigned for the same purpose. At the end ofthe audit, the instructor fills out the enclosed form no. (5) and submits it tothe relevant Vocational School' Internship and Education ApplicationBoard.
Illness or Accidents During Internship
Article 22- The internship of an intern who hasbecome ill during the internship or was rendered unable to continue with theinternship for more than three days due to this illness or an intern who had anaccident, is interrupted and this is reported to the University Internshipand Education Application Board. University Internshipand Education Application Boardis obligated to notify the family regarding this situation.
Extension of the internship period is madeproportionally to the number of excused days however this may not exceed morethan half of the total duration.
End-of-Internship Evaluation Report
Article 23- Workplaces fill out the enclosed formsno. (6) and (7) which will be drafted at the end of the internship period, andsubmit them to the Vocational School Internship and Education ApplicationBoard during the followingweek after the internship, via chambers or institutions that operate in thesame sector.
Entry Into Force
Article 24- This Directive enters into force on thedate it is accepted by the Siirt University Senate.
Governance
Article 25- Rector of Siirt University governs theprovisions in this Directive.
